Phase 2 Class Restrictions

Amended April 1992

ONE DESIGN PRINCIPLE

The design of the Phase 2 is of a strict 2 person one-design class where the true test is between helmsman and crew, not boats, and therefore any alteration of the hull form, construction, spars, sails, centreboard and rudder, rigging, fittings and equipment and the placing of same, from STANDARD, except as is specifically authorised by these restrictions is a breach of these Restrictions, not only in spirit but in substance, and is prohibited.

STANDARD where used throughout these restrictions, or implied, shall be generally as supplied by the manufacturer, but if in dispute the following procedure shall be adopted:

A sample of 10 boats (with sail numbers below 500 and from different sailing regions) shall be taken and measured using identical techniques. The dimensions of the disputed boat shall be equal to, or between, the maximum and minimum dimensions obtained from these 10 boats, excepting that any of these 10 boats which obviously deviates significantly from the norm in this control group, shall be replaced in this group, and may itself be considered in dispute.


CENTREBOARD

  • The centreboard shall be of wood or other material as approved by the Association Executive and may be fibreglassed over.
  • Can be readily moved up and down at all times.
  • Has stops affixed which preclude its protrusion below the bottom of the boat more than 678mm
  • Wedges or shockcord may be used to retain it in the event of a capsize but no other fittings may be used in any way other than as referred to in these restrictions.
  • The shape shall comply with Appendix 1

RUDDER

  • The rudder blade shall be of wood - ( or other material as approved by the Association Executive.)
  • Shall have a downhaul; uphaul optional
  • The shape shall comply with Appendix 1

TILLER

  • The tiller shall have an overall length of 1080mm (recommended material is 28.5mm diameter aluminium with a 1.4mm minimum wall thickness)
  • The tiller shall have a cleat for the rudder downhaul.
  • A tiller extension may be fitted

HULL FITTINGS

All fittings shall have the same function and form as those listed in Appendix II and shall be placed as shown in Appendix II. No other fittings or attachments may be affixed to the hull or deck, except the following:

  • The mainsheet block may be replaced by one of similar size using single purchase, with or without a cam cleat.
  • Clips of any kind or ties may be affixed for use only for securing paddles or an anchor in the cockpit or on the deck.
  • The plastic fairlead for the jib sheet may be replaced by one with a stainless steel insert.

SHEETS AND LINES

  • (i) Any sheets or lines may be substituted for those supplied as "standard" but NO additional sheets or lines, unless specifically authorised, may be added.
    (ii) Sheets or lines, in whole or in part of wire are prohibited with the exception of the main and jib halyards.
    (iii) Each sheet or line shall be one continous length and of uniform diameter, with the exception of the jib cunningham which may use a smaller diameter line to pass through the bow fitting.
  • The mainsheet shall be attached to the becket on the block at the end of the boom and shall be reeved through all sheaves on the traveller and boom. While racing, the sheet shall not be controlled from aft of the forward block on the boom, except to facilitate a tack or gybe. Leading the sheet through the final block aft of the centreboard is optional.
  • The traveller shall be one piece of line rigged in the form of a closed loop as supplied as "standard". The end of the line forward of the clam cleat may be formed into a loop or knot for added purchase. No attachments, knots or other devices are permitted which would further assist or prevent free movement of the traveller block on the traveller.
  • (i) The mainsail cunningham line shall be a continous line, deadended at the vang saddle / ring, led through the cunningham grommet, then through the deck fairlead to the cleat. Additional purchase may be obtained by forming loops in the appropriate line and passing the same line back through these loops. The jib cunningham line shall be led through the jib grommet to the forestay fittings. However, no additional pieces of line or additional fittings of any kind are permitted.
  • (i) The mainsail outhaul line shall be continous and led from the sail grommet through the double block and cleated either side of the boom. Additional purchase may be obtained by forming loops in the appropriate line, and passing the same line around the mast and back through these loops.
  • (i) The vang shall be rigged with a continuous line through the blocks detailed in the appendices. Additional purchase may be obtained by forming loops in the appropriate line and passing the same line back through these loops.
  • The barber haul lines may be two separate lines or one continous line.

EQUIPMENT

No additional equipment may be affixed to any part of a Phase 2 except the following:

  • Storage bags or receptacles may be attached to the inside of the cockpit
  • One compass may be mounted on the deck or in the cockpit, provided that the hull cavity is not pierced by other than the fasteners.
  • Wind indicators may be attached as follows:
    (i) A wind indicator may be attached to the top of the mast provided the water-tight integrity of the mast is maintained and the sail is not cut
    (ii) In addition, wind indicators may be affixed anywhere to the boat or equipment.
    (iii) Ribbons, wool or similar wind indicators may be attached to the sails.

SAILS

  • All sails in effect at 30.06.84, be they as originally supplied or replacement, manufactured by either LIDGARD SAILS LTD or HOOD SAILMAKERS LTD will be permitted.
  • No new sails, including replacement sails, acquired after 30.06.84 other than manufactured by HOOD SAILMAKERS LTD or alternative manufacturer approved by the Association Executive will be permitted.
  • No person may recut any sail or otherwise change or affect any aspect of the sail or pierce the sail for attaching anything to the mast for any reason other than effecting necessary repairs or placing racing numbers thereon.
  • One window may be installed in the jib and one window in the main by the sailmaker.
  • A set of reference sails and material specifications will be held by the Association to permit checks to be made from time to time on the sailmaker. (Cloth specification: BAINBRIDGE 4.4 oz , both jib and main)

CLASS EMBLEM AND SAIL NUMBERS

  • The class emblem shall be glued, sewn or silk screened to each side of the mainsail, back to back, in the third panel from the head.
  • The registration number of each boat shall be the sail number of the boat. The sail number shall be glued, sewn or otherwise clearly marked to each side of the mainsail, placed parallel to the seam, and to each side of the hull in accordance with the IYRU racing rules.

MAST AND BOOM

  • All spars in effect at 30.06.84, be they as originally supplied or replacement, manufactured by either BAVERSTOCK SPARS or A. FOSTER AND CO LTD will be permitted.
  • No new spars, including replacements, acquired after 30.06.84 other than of F5 section supplied by A. FOSTER AND CO LTD will be permitted, as detailed in Appendix III and positioned as shown.
  • No alterations will be permitted other than :-
    (i) The boom vang jamming fiddle block being reversed and fixed to the mast (one block must be attached directly to the mast and the other to the boom.)
    (ii) A bottle screw may be used to tighten the forestay in lieu of lashing
    (iii) A mainsheet supporting strap maybe fitted between the pulleys on the boom.
  • No attachments, fittings or devices may be used which affect or may affect the position of the mast and nothing may be placed or wedged in the mast cavity other than the mast.

REPAIRS AND REPLACEMENT

  • In the event of damage to the hull, deck, centreboard, rudder, mast or boom, necessary repairs may be made thereto without violation of the class restrictions provided such repairs are made in such a way that the essential shape or other characteristics are not materially affected. In the event of failure of any fitting, the replacement shall be permitted by these restrictions and associated appendices with the replacement being in the same position as the fitting which failed or as close to the same position as is structurally feasible without achieving any advantage over the original position.
  • No treatment may be applied to the hull of a boat for the intended purpose of improving its performance, but nothing shall prohibit the repainting of a hull which requires refinishing.
  • Inspection ports (screw type) may be added so as to facilitate repair.

HULL WEIGHT

  • New manufactured: between 67.5kg and 74.5 kg (including all fittings)
  • Repaired minimum: 67.5 kg

CLOTHING AND EQUIPMENT

  • Life jackets will be worn in accordance with NZYF Rules.
  • Maximum weight limit of clothing per person shall not exceed 10 kg which includes life jacket.

CHANGES BY THE MANUFACTURER

  • The manufacturer shall not be permitted to change the design of any part (including the hull construction) or substitute any part ( including the hull construction) or fitting covered under these restrictions without the prior written approval of the Association Executive.
